The Desai-Liaqat Plan

  • The Desai-Liaqat Plan was a proposal put forward in 1945 by Indian leader, Sir Chimanlal H. Setalvad, and Pakistani leader, Liaquat Ali Khan, in order to solve the ongoing communal crisis in India.

Background:

  • India was facing a communal crisis, with tensions between Hindus and Muslims leading to violence and riots.
  • The Muslim League, led by Muhammad Ali Jinnah, was demanding the creation of a separate Muslim state of Pakistan.
  • The Congress Party, led by Jawaharlal Nehru, was opposed to the idea of Pakistan.

Proposals of The Desai-Liaqat :

  • The Desai-Liaqat Plan proposed the creation of a loose federation of autonomous provinces in India.
  • The federation would have a weak central government, with most powers held by the provincial governments.
  • The plan also proposed the creation of a separate Muslim-majority province in the northwestern region of India, which would be known as Pakistan.
  • The remaining provinces would be part of a Hindu-majority India.
  • Both of them came up with the draft proposal for the formation of an interim government at the centre, consisting of:
    • An equal number of persons nominated by the Congress and the League in the central legislature.
    • 20% reserved seats for minorities.
  • The current Government of India Act, 1935, would serve as the framework for how the government operates.
  • Representation of the minorities in particular of the Schedule caste and the Sikhs

Reactions to The Desai-Liaqat :
